CDPAP Program Provider in Saratoga County, NY

Overview of CDPAP

CDPAP is a Medicaid-funded initiative that enables individuals requiring long-term home care to manage their own care. Under this program, consumers or their designated representatives can hire, train, and supervise their personal assistants (caregivers).

CDPAP services extend beyond New York City, covering the entire New York State, including Saratoga County. Home Care For Adults offers support for consumers throughout the state seeking CDPAP assistance.

Eligibility Criteria for Joining CDPAP

To be eligible for CDPAP in Saratoga County, consumers must need assistance with daily living activities or skilled care, have a stable medical condition, and either be capable of directing their own care or have a designated representative who can manage care according to the program’s requirements. As CDPAP is funded by Medicaid, it is only available to individuals who qualify for Medicaid.

Caregiver Eligibility under CDPAP

Under CDPAP, most family members are eligible to be caregivers (personal assistants) and can be compensated for providing care. However, spouses and parents of children under 21 are not permitted to serve as personal assistants for their spouse or underage child.

Licensing Requirements for CDPAP Caregivers

Caregivers under CDPAP must be legally authorized to work. They do not require any special license or certification to provide care within the Consumer Directed Personal Assistance Program.

Scope of Services Provided by CDPAP Caregivers

In the CDPAP framework, caregivers are equipped to offer both custodial and skilled care services. They can perform numerous skilled tasks that are typically not within the scope of a home health aide’s role, such as administering wound care, giving insulin injections, and performing tracheostomy suctioning.

How to enroll for CDPAP in Saratoga County?

To enroll in CDPAP, most consumers in New York City, including Saratoga County, need to first join a Medicaid Managed Care plan. Those who are dual eligible, with both Medicare and Medicaid, must enroll in a Managed Long-Term Care (MLTC) plan. Consumers who only have Medicaid should be part of a mainstream managed Medicaid plan. In both scenarios, the Consumer Directed Personal Assistance Program is overseen by the respective plan. Consumers interested in CDPAP should inform their plan of their desire to enroll in the program.
